Baylor began his career in high school by playing American football. As a senior, he threw for nearly 3,000 yards and 29 touchdowns with only three interceptions while completing more than 70% of his throws. He rushed for 884 yards and 10 touchdowns.

After graduating from high school, he received recruitment offers from Utah, Arizona State, Nevada, and Hawaii. He was initially committed to Nevada and signed with the club on February 4, 2015.

He afterward decided to attend Brigham Young University. He redshirted for the 2018 season. The following season, he appeared in four games, two of which were against Boise State and Liberty.

He passed for 747 yards and seven touchdowns while also scoring seven touchdowns and throwing two interceptions. He appeared in seven games in 2020, tossing a touchdown pass and an interception. Baylor was the savior against the Arizona State Sun Devils, as the Cougars won with a late touchdown.
