The jury spared Sayfullo Saipov the death penalty for his role in the 2017 Halloween terrorist attack in New York City.
The jurors were unable to reach an agreement on Monday for the penalty phase deliberations.
They admitted that Saipov perpetrated the crime with significant preparation and premeditation for ISIS.
Nonetheless, they did not all think that he would likely perform violent acts in prison or cause any issues in the future.
As a result, Saipov will be imprisoned at ADX in Colorado for the rest of his life, with no chance of release.
In January, he was convicted of killing eight people and attempting to kill 18 more in a vehicle attack on a cycling route near the Hudson River.

Before being detained in 2017, Sayfullo Saipov married Nozima Odilova and lived with their children.
Odilova and Saipov have three children, but no information about them has been made public.
According to the source, Saipov traveled to Florida with his wife and joined the Uzbek community.
According to the accounts, Odilova was only 19 years old when the pair married.
Saipov’s wife defended him, calling him a “very good person.”

Sayfullo Saipov, a terrorist in New York City, has been apprehended.
Sayfullo Saipov hired a pickup truck and drove it into cyclists and runners on the Hudson River Park bike path in Lower Manhattan on October 31, 2017, killing eight people and injuring 12, six of them were foreign tourists.
After crashing his truck into a school bus, Saipov exited the vehicle brandishing what seemed to be two guns but were later revealed to be a paintball gun and a pellet gun.
He was shot and arrested by a police officer.
The truck had a banner and a paper proclaiming allegiance to the terrorist organization the Islamic State of Iraq and the Levant.
A federal grand jury indicted Saipov, who emigrated to the United States from Uzbekistan in 2010, on eight murder charges.
He was also charged with twelve attempted murders, wrecking a vehicle, and providing support to a terrorist organization.
This was the second suspected terrorist attack by a Diversity Immigrant Visa lottery winner, the first being the 2002 Los Angeles International Airport shooting.
Anti-vehicle bollards were put on the Hudson River Park cycling route following the incident.
The incident was thought to be the deadliest terrorist attack since the September 11, 2001 attacks.
