He was then Deputy Assistant Secretary of State for the Bureau of Democracy, Labor, and Human Rights from November 23, 2009, to September 10, 2013.

From 2013 to 2017, he served as the United States Ambassador to the Organization for Security and Cooperation in Europe.

He ran in the Democratic primary for Colorado’s 7th congressional district, which was represented by Democrat Ed Perlmutter.

The district includes portions of Jefferson and Adam counties. 

Baer withdrew his name from the race after Perlmutter announced his intention to run for reelection.

From 2017 to 2018, he was a diplomat-in-residence at the Josef Korber School of International Affairs at the University of Denver. 

In May 2018, Governor John Hickenlooper appointed him as Executive Director of the Colorado Department of Higher Education.

In the 2020 election, he ran for the Democratic candidacy for United States Senate, which Cory Gardner won.

He entered the race as one of nine Democratic candidates vying for the party’s nomination, competing against Andrew Romanoff, Alice Madden, Ellen Burnes, Mike Johnston, and John F. Walsh, among others.

He withdrew his name from the primary and endorsed John Hickenlooper, who was running for President of the United States in 2020.
