Richard Finn was intended to run on Sunday,
but not in the first race when his daughter was injured,
according to Alex Wallner of the Effingham Daily News, who covered the event.
According to the Effingham County Sheriff’s Office, a pace vehicle passed the grandstand during the race and struck Harper with an extended starting gate.

Harper was transported from the accident site to the helipad at
HSHS St. Anthony’s Memorial Hospital in Effingham by A-I Ambulance of Altamont on Sunday soon after 1 p.m.
Harper was gravely injured when the gate collided with her as she carelessly threw something away.
ARCH Air Medical then evacuated her to St. Louis Children’s Hospital, where she died on Wednesday night, according to police.
“We appreciate the public’s assistance and willingness to help in this investigation,”
said Effingham County Sheriff Paul Kuhns on Thursday afternoon.
“Our deepest condolences go out to the Finn family and all of those involved.”
In an interview, Kuhns stated that the investigation was “making progress.”
Kuhns claimed that his department does not consider the situation to be
a criminal investigation, adding that the Effingham County State’s Attorney will have the final decision.
