He then acted as the primary Democratic lobbyist for the national Anti-Saloon League during the passing of the Eighteenth Amendment to the United States Constitution in 1919 and the subsequent enforcement of national Prohibition during the 1920s.

Cannon was a staunch Democrat, but in 1928 he led a rebellion of southern Democrats against Alfred E. Smith’s presidential candidacy, a wet, Catholic representative of the Democratic Party’s metropolitan wing.

Cannon, who became a bishop in 1918, was also an innovator and divisive figure within his church, directing worldwide missionary activities and unsuccessfully attempting to unite the northern and southern branches of American Methodism.

Allegations of corruption, stock-market gambling, and adultery, fueled by Cannon’s many opponents, hounded the bishop from 1929 to 1934, reducing his influence.
