Before succeeding fellow Democrat and Hartford Mayor Eddie Perez, he presided over the Hartford City Council and was a partner in the Segarra & López Law Firm. Pedro Segarra was born on April 28, 1959 in Puerto Rico. He was only the second gay man to become mayor of a state capital; David Cicilline, who held office as Mayor of Providence, Rhode Island from 2003 until 2011, was the first politician to hold this distinction. After establishing a Latino student group at Greater Hartford Community College, he transferred to the undergraduate political science program at the University of Hartford. He later earned both a J.D. and a Master of Social Work degree from the University of Connecticut.
